You could say this is just another picture spam. Nothing interesting, perhaps except for the noisy background to fool OCR filter employed by antispams.

What's really interesting is the content. As far as I understand Russian, this worldwide sent spam does not advertise neither v14gra nor p3n1$ 3|\|14r83m3N7 but something relatively innocent - a local DTP company (note the local phone numbers and currency) offers creating and printing business cards, posters and so on.
